Context:
Under the overall supervision of the Chief of Mission and the direct supervision of the Programme Coordinator, the successful candidate will be responsible for the implementation of the project activities toward promoting the engagement of non-state actors and local authorities under the European Union (EU) - funded Programme "Support to Free Movement of Persons and Migration in West Africa". This five year programme aims to maximize the development potential of free movement of persons and migration in the Economic Community for West African States (ECOWAS) by supporting the effective implementation of the ECOWAS legal and policy framework on free movement and migration.
The programme is implemented by a Consortium of Partners, under the lead of the International Organization for Migration (IOM), in close coordination with the ECOWAS Commission. The International Centre for Migration Policy Development (ICMPD) and the International Labour Organization (ILO) are the two implementing partners.
The Programme Officer (ECOWAS Regional Programme) will be responsible for managing the Civil Society Fund and providing technical and administrative support to the implementation of the Fund's projects. S/he will work in close collaboration with other members of the Project Support Unit.

Required Qualifications and Experience
a) completed advanced university degree from an accredited academic institution, preferably in Political or Social Science, International Relations, Business Administration, Management or a related field; b) two years of professional relevant work experience (or four years for candidates holding a first level university degree) in project implementation, support to fund management; administrative and related fields; c) proven expertise in the area of migration management; d) knowledge of the Economic Community for West African States (ECOWAS) and understanding of regional issues; e) experience in liaising with regional bodies, governmental authorities, international/national institutions and civil society organizations; f) previous work experience in the West African region highly desirable.
Languages
Fluency in English and French is required.

- Develop the guidelines and procedures governing the Fund for non-state actors and local authorities under the direct guidance of the Programme Coordinator and in close coordination with the Resource Management Officer.
- Develop and implement a communication strategy to raise awareness on the Civil Society Fund.
- Support the preparation and launch of a call for proposals and all relevant supporting documents for non-state actors and local authorities.
- Provide support to the work of the Validation Committee, as required, and ensure appropriate coordination and liaison among the Committee members as well as the Implementing Partners as concerning the Civil Society Fund.
- Develop and provide trainings to selected non-state actors and local authorities on the implementation and monitoring of their projects as well as reporting under the direct guidance of the Programme Coordinator and in coordination with the Implementing Partners.
- Support the oversight, monitoring and evaluation of the projects implemented by non-state actors and local authorities and funded through the Civil Society Fund (including through monitoring missions).
- Manage the Civil Society portfolio funds, including through monitoring of the allocation of funds, financial monitoring of expenditures, financial reporting, under the direct guidance of the Programme Coordinator and in close coordination with the Resource Management Officer.
- Ensure timely and high-quality donor reporting on all projects implemented under the Civil Society Fund.
- Undertake duty travel for programme implementation purposes.
- Perform such other duties as may be assigned.
